Frank A. Hoffman
Of Counsel - Economic Development & Public Welfare Investments, Krieg DeVault
Frank A. Hoffman serves as Of Counsel for Economic Development & Public Welfare Investment for Krieg DeVault’s Public Finance and Municipal Law, Financial Institutions, Real Estate, Health Care, and Business Practices. Frank has over 40 years of traditional and innovative finance, general tax and securities law experience. Most of the development and business expansion financing transactions that Frank closes qualify as public welfare investments and combine federal, state and local tax and grant incentives. His clients include all types of nonprofits and for-profit developers and businesses. Frank is also currently a managing director for CRSUPPORT, a nonprofit public welfare support organization. CRSUPPORT manages Community Reinvestment Institution, Inc. and The OPP Fund, both nonprofit economic & community development organizations dedicated to supporting public welfare investments in Indiana.


Shawn E. Peterson
Partner, Krieg DeVault
Shawn is a Partner in Krieg DeVault’s Public Finance and Municipal Law Practice. He represents business and non-profit clients, specifically in managing complex incentive and project finance transactions. He concentrates his practice in federal, state and local economic development incentives and project and working capital financings for high growth businesses and impactful nonprofit organizations. Shawn has more than 20 years of economic development, tax and public and private finance law experience with a focus on real estate development and business relocations and expansions resulting in new capital investment, job creation and workforce training initiatives. In doing so, he has served as counsel for local, regional and state economic development entities, developers, expanding businesses, high growth companies, and tax credit investors. Shawn has extensive expertise in federal new market tax credits, Indiana state tax credits, tax increment financing, and other federal, state and local incentives. With a focus on attracting investment to underserved communities, Shawn has worked to create partnerships and incentive structures to help catalyze growth. Shawn has served as lead project incentive counsel for the state’s largest Redevelopment Tax Credit award and for large urban and rural New Markets Tax Credit projects. He has assisted Northern Indiana organizations in securing more than $70 million for regional entrepreneurship, workforce and development initiatives from corporate, philanthropic and governmental sources. He has also worked with state leaders to assist in the enhancement of capital formation initiatives, increasing state program leverage ratios from 1.2 to 1 to nearly 10 to 1.
Julie C. Bolling

Julie Bolling is a Partner in Krieg DeVault’s Public Finance and Municipal Law Practice. She concentrates her public finance practice in the areas of acting as bond counsel, bank counsel and/or underwriter's counsel in a wide variety of bond issues including traditional general obligation bonds, economic development revenue bonds, school building corporation lease/rental bonds and municipal lease/rental bonds. In connection therewith, Ms. Bolling provides advice to commercial banks, investment banks, nonprofit organizations, school corporations and manufacturers.

Scott C. Frissell

Scott Frissell is Senior Associate in Krieg DeVault’s Public Finance and Municipal Law Practice. He concentrates in the areas of municipal and governmental law, financing, economic development and tax matters, including property tax related matters. Mr. Frissell has broad experience in public finance transactions. He has served as bond counsel, issuer’s counsel, underwriter’s counsel and bank counsel in tax-exempt and taxable bond transactions for the financing of governmental buildings and infrastructure projects, economic development and redevelopment projects, water and sewer facilities, and affordable housing projects. Mr. Frissell also provides counsel and representation in tax credit transactions, including New Markets Tax Credit (NMTC) and Low-Income Housing Tax Credit (LIHTC) transactions. Mr. Frissell also assists nonprofit organizations in matters relating to formation and governance, as well as applying for recognition of federal tax-exempt status and obtaining Indiana property tax exemptions. Additionally, he advises developers, investors and lenders on the tax, incentives and permitting aspects of utility-scale wind and solar energy projects.can Factoring Association and is a member of the International Factoring Association and the Secured Finance Network. Ryan holds a Bachelor of Arts in Political Science from the University of Illinois at Chicago. He lives in La Grange, IL, with his wife and three children. An avid runner, Ryan has completed 17 marathons and countless other races and competes nationally as a competitive Masters runner.

Laurie A. Martin Montplasir

Laurie A. Montplaisir is Partner with the law firm of Krieg DeVault and concentrates her practice in the areas of finance, secured lending, corporate transactions, participations and workouts, and business acquisition and sales, with an emphasis in the asset based lending and factoring industry. She has significant experience in due diligence, purchase agreements, financing documentation, forbearance and workout documents, and interparty documentation in alternative lending transactions. Montplaisir frequently serves as outside general counsel to her clients on a myriad of legal issues related to business formation and structuring, financing, contract negotiation and drafting, transactional matters, employment matters, general business needs, and litigation. Montplaisir is the Founder of the International Factoring Association (IFA) Midwest Chapter established October 2018. She often is a lecturer for the IFA, conducting webinars and seminars, and participating as a legal moderator at annual conference legal panels.

The president and founder of Sky Business Credit, Gail has more than 25 years of factoring experience in senior roles and leadership positions. She actively reviews each client’s needs and ensures they receive the right funding for their company goals. Prior to founding Sky Business Credit, Gail oversaw the Midwest region for an international account receivables financing company. She is an active member of the Secured Finance Network (SFNet) and a longtime member and prior board member of the International Factoring Association.

Ryan Jaskiewicz

Ryan Jaskiewicz is President of Structured Finance at Climate First Bank, where he leads the Bank’s efforts to develop and grow its structured finance offerings. He brings 17 years of experience in building and leading financial services firms, having founded 12five Capital in 2006. Under his leadership, 12five Capital grew from a startup to a team of 13, managing over $45 million in net funds employed. Central to the company’s success was a strong focus on culture, mission, and people, all of which contributed to creating a purpose-driven organization. Throughout his career, Ryan has specialized in developing tailored financing solutions, efficient systems, and transparent processes to help businesses grow.
