2022 Legislative Wins for Manufacturers!

Each year, the Indiana Manufacturers Association's advocacy team works to guide pro-business legislation to passage, and prevent harmful bills from making their way to becoming law.
 
The 2022 session of the Indiana General Assembly was no different. This year, the IMA advocated for tax reductions to assist in making Indiana a more attractive place to operate a business. We worked to lower the cost of medical charges for worker’s compensation cases, and we assisted in the passage of reuse and recycling, as well as carbon sequestration legislation. And those are just a few of the bills we ushered through the legislative process.

Below is a brief summary highlighting of several of our 2022 legislative successes. The IMA labors tirelessly throughout each session to monitor all bills that may affect our industry, and works to defeat, amend or champion bills according to the impact they will have on Indiana business, particularly manufacturing employers and their employees. TAXES

HB 1002: Utility Receipts Tax Elimination

  • 1.4% tax on all utility bills eliminated in HB 1002;  

  • The repeal of the URT will save utility consumers approximately $200 million each year;

  • Manufacturers are major utility consumers and this will have a significant direct benefit for IMA members.

ENVIRONMENT 

HB 1226: Solid Waste Matters

  • HB 1226 rewrote Indiana’s solid waste laws to allow for an expansion of legitimate reuse and recycling for manufacturers. This bill eliminated costly and burdensome regulations on our manufacturers who were looking to innovate and aligned our state laws to be consistent with that of the federal government, when previously the state’s law were more stringent than the federal government on this topic;

  • It creates a Central Indiana Waste Diversion Pilot Program that releases $4M in funds for robust recycling infrastructure in manufacturers can utilize to get access to materials;

  • Partners: Circular Indiana, Heritage Environmental, Wisdom Environmental, Knauf Insulation, Recycling Partnership.

HB 1209: Carbon Sequestration Projects

  • This bill establishes a statewide mechanism for carbon sequestration projects;

  • IMA worked closely with our member, bp Whiting, to get this bill passed. HB 1209 lays the groundwork for Indiana to become a national leader in carbon capture and sequestration projects. With the passage of this bill, Indiana is at the forefront of current and future energy discussions and will help our members reach their net zero or low carbon goals;

WORKER'S COMPENSATION

HEA 1153:  Worker's Compensation

  • This bill protects injured workers in Indiana by increasing benefits for injuries and disablements within the workers compensation system;

  • HEA 1153 also provides for critical cost control of medical care within the worker's compensation system by limiting the amount that can be billed by ambulatory surgical centers, hospitals, and other healthcare providers;

  • Partners: Indiana Chamber of Commerce, Insurance Institute of Indiana, Employers’ Forum of Indiana, and Hoosiers for Affordable Healthcare.
